Abstract:
PROBLEM TO BE SOLVED: To provide a communication system selection switching center and a communication system selection method for relaxing the decrease in the quality of service to a single-mode radio terminal when a multi-mode radio terminal for utilizing a plurality of kinds of services and a single-mode radio terminal coexist.
SOLUTION: In the communication system selection method for utilizing a communication system for achieving handover between systems, when a request for handover between systems occurs, the value of a communication traffic in the mobile unit communication system of a destination to be selected is grasped, the number of idle channels in a specific radio base station belonging to the mobile unit communication system at the destination to be selected is measured, the channel margin of the radio base station is determined according to the value of the communication traffic, and a channel margin is obtained by subtracting the channel margin from the number of idle channels, thus determining the propriety of the handover between systems according to the channel margin.
