To utilize an allocated transmission band more efficiently.SOLUTION: In a communication system including a subscriber line termination device and a subscriber line end station device, the subscriber line termination device includes a queue of uplink data sent to the subscriber line end station device, and a congestion avoidance processing unit that discards uplink data from the queue, and the subscriber line end station device includes a transmission permission unit that permits transmission of uplink data using the allocation request amount declared by the subscriber line termination device, and the system further includes a permit adjustment unit that controls transmission permission such that the discrepancy between the amount of uplink data permitted for transmission at the time of transmission and the amount of uplink data in the queue does not become large.SELECTED DRAWING: Figure 1
