Radio communication apparatuses 10a-10d transmit radio information by short-distance radio. Terminal apparatuses 30a and 30b receive the radio information. A communication system 1 specifies the provided information on the basis of the received radio information. The communication system 1 decides a communication policy for transmitting the provided information to the terminal apparatuses 30a and 30b from distribution servers 40a and 40b, and sets the decided communication policy, for each object. The distribution servers 40a and 40b transmit the specified provided information, and the terminal apparatuses 30a and 30b receive the provided information. In that case, the communication system 1 controls the transmission of the provided information for each object on the basis of the set communication policy.
