PROBLEM TO BE SOLVED: To establish communication with a user who has expressed intention to participate in a radio communication network.SOLUTION: A communication device comprises: a communication unit (82c or 31c) for communicating with another communication device by first communication method within a first range; a detection unit (83c or 32c) for detecting first information within a second range; a second detection unit (801c) for detecting operation a user performs to the own communication device on the basis of the detection of first information; a transmission unit (83c or 32c) for transmitting permission determination data on the basis of a detection result by the second detection unit; and a setting information acquisition unit (83c) for acquiring setting information to establish communication with the other communication device by the first communication method.
