To provide a communication terminal device capable of encoding pictures so as to appropriately reduce loads on a network, to provide a terminal control method, and to provide a terminal control program.

The frame rate of a connection terminal connected to a network is acquired (S104), and an I picture encoding cycle is determined from the frame rate of the connection terminal and the frame rate of the communication terminal device (S107). The I picture encoding cycle is transmitted to the connection terminal (S111) and is set to the connection terminal. Then, the communication terminal device and the connection terminal encode the picture as an I picture on the basis of the I picture encoding cycle and enables it to be recorded in the hard disk drive of the communication terminal device (S121). Then, when a connection terminal newly connected to the network fast-forwards recorded data for instance, only the I picture, is transmitted from the communication terminal device through the network to the connection terminal.
