PURPOSE: To secure the secrecy for a person having an access to a communication network as well as for the contents of communication by reading the user identification information out of a storage device and transmitting this information in secret.
CONSTITUTION: A transmitter-receiver 105 sends a terminal identification number to a communication network. In the communication network, the secrecy information on the terminal is read out of a terminal information storage 207 via a terminal secrecy information retrieval device 206 and based on the terminal identification number received by a transmitter-receiver 205. The terminal secrecy information is notified to a signal secrecy processor 210. At the same time, the transmitterreceiver 205 notifies a communication terminal 1 of a secrecy start request and the user ID sending grant. At the terminal 1, a controller 104 reads the user ID out of a user ID device 100. The user ID is sent to a sending network via the transmitterreceiver 105 after the secrecy processing applied by a signal secrecy processor 110. At the communication network side, the processor 210 decodes the secrecy based on the terminal secrecy information that are already read out and the user ID is acquired.
