Abstract:
To improve the efficiency of a communication terminal by preventing the terminal from outputting voices at excessively high qualities.
A background noise detecting section 10 detects the noise level of background noise. A control section 11 decides a decoding level also based on the noise level. Then the control section 11 causes a compressing and expanding section 4 to perform AMR decoding at the decided decoding level.
