A modem 9 as a transmission and reception means is connected to a bus 13, has a function as a FAX modem that enables facsimile communication and functions as a modem for data communication that enables internet communication, too. Also, the modem 9 is similarly connected to an NCU 11 which is connected to the bus 13. In this device, when a difference between a transmission date and a reception data of a message (an electronic mail) received by way of a communication path such as an internet communication network exceeds a specified time, it is judged that this communication path is crowded. Then, information that the electronic mail is received is transmitted to a transmitter by way of a communication line different from a regular telephone line network or the like.
