A communication terminal 10 transmits information to an emergency reporting destination device to which the information is addressed, and which is connected to a communication network through an individual channel or common channel. It comprises a switching judging part 14 which selects whether to use an individual channel or common channel for transmitting information to the emergency reporting destination device, an emergency information adder 15 which generates information for transmitting information to the emergency reporting destination device using a channel selected by the switching judging part 14, and a communication processor 17 which transmits the information generated by the emergency information adder 15 to a base station device which controls assigning of common channel or individual channel within the communication network. The communication processor 17 transmits information to the emergency reporting destination device through a common channel or individual channel which is assigned by the base station device.
