Abstract:
PROBLEM TO BE SOLVED: To provide a communication substitute device which can preferentially perform communication between first communication equipment 6 arranged so that it can communicate with a first communication path 5 at every area 4 and an objective unit 2 of communication, which is connected to second communication equipment 8, through second communication equipment 8 arranged so that it can communicate with first communication equipment 6 through a second communication path 7 with respect to a communication instruction with high emergency even in a situation where the communication instructions from a plurality of communication requests are concentrically generated at the same time. SOLUTION: The communication substitute device has a communication instruction input part 11 receiving the communication instruction, a communication order managing means 12 for deciding the communication order of a plurality of communication instructions and a communication part 16 communicating with the unit which is the object of communication based on the communication instruction and the communication order. When a plurality of communication instructions are to the unit 2 which is the object of communication in the same communication area 4 from the different communication requesters and the communication time bands are overlapped, the communication order managing means 12 compares respective preferential parameters included in the communication instruction and decides the priority of the communication instructions.
