A coupler 803 includes two communicators 750, 760. A first outer conductor 21 is formed on an outer surface of a dielectric plate 20a of the communicator 750 and a second outer conductor 22 is formed on an outer surface of a dielectric plate 20b, respectively. A number of electromagnetic field coupling openings A are disposed on the first outer conductor 21. The second outer conductor 22 is formed over all the lower surface of the dielectric plate 20b. The communicator 760 is also configured similarly, wherein, a width of the communicator 760 is narrower than that of the communicator 750 and when such a physical length as to maximize again transmission power between the communicators 750 and 760 from a maximum state through a zero state is defined as a coupling cycle L, a dimension in a propagation direction of an area to dispose the openings A therein is determined to be 1/2. The communicators 750 and 760 are coupled in a distribution constant manner and power is delivered from the communicator 750 to the communicator 760.
