PURPOSE: To conduct an inhibiting process which can avoid a vacant row is disposed at the head or tail row of a page.

CONSTITUTION: A composing processor 30 functions as vacant row detecting means 34, and judges whether the head or tail row of a page is vacant or not. As a result of the decision, if it is vacant, the processor 30 functions as delimiter altering means 36. If the vacant row is disposed at the tail row of the page, in order to move the vacant row from the tail row, the number of the rows of the page is increased by one row to alter the delimiter of the page. If the vacant row is disposed at the head row, in order to move the vacant row from the head row, the number of the rows of the previous page is increased by two rows, and the delimiter of the page is altered.
