PURPOSE: To simplify the constitution of a cooling device by ensuring the equivalent control in a composite decentralized cooling control which is applied to the cooling device of a large-scale computer.

CONSTITUTION: A control means 119 gives the control instructions to a starting means 117 to start plural cooling means 111 and common cooling means 113. Then the means 117 refers to a storing means 115 storing the information on the relative relations among plural devices 121 to be cooled as well as those means 111 and 113 and starts equivalently the means 111 and 113. Thus both means 111 and 113 cool their corresponding devices 121 respectively.
