This composite hardened body 1 is constituted of a material comprising an organic fibrous material 3 composed of a polysaccharide, further a halogen and a crystal body which are formulated in an inorganic amorphous body 2 which is an oxide of at least two elements selected from the group consisting of Al, Si, Ca, Mg, P, S, K, Ti, Mn, Fe and Zn and has a composition of preferably 5-51 wt.% of Al2O3, 8-53 wt.% of SiO2 and 10-63 wt.% of CaO based on the total weight of the composite hardened body in which the total of the three oxides does not exceed 100 wt.% and, for example, is obtained by molding and hardening a paper making sludge being an industrial waste.
