The composite magnetic member 1 has a configuration where a first flexible coating layer 3, a magnetic layer 5 formed of magnetic material, and a second flexible coating layer 7 are laminated in this sequence. The magnetic layer 5 has a configuration where magnetic small pieces 5a are arranged. The magnetic small pieces 5a are formed through processes of interposing a thin plate-like magnetic material, where grooves are formed on either its front side or rear side, between the first coating layer 3 and second coating layer 7, and breaking the assembly along the grooves.
