This damping device comprising an outer cylindrical part 6 of a two-layer integrated lamination structure which consists of an inside layer 6a and an outside layer 6b of a cylindrical shape formed of a resin material blended with a filler to a specified shape such as. fibrous around an inner cylindrical fitment 4 as a metal mounting shaft. In addition, the bracket 8 is eccentrically arranged with a specified space left intact between the bracket 8 and the inner cylindrical fitment 4, and the fitment 4 and the outer cylindrical part 6 are elastically connected together by a rubber elastic body 10 as a vulcanized molded body.
