The eccentric cam shaft 3 having the eccentric cam 2 is pivotally fitted at a point O' to a carrier plate 1 rotating around a point O and is revolved and rotated together with the carrier plate 1. The rotary working shaft 4 rotatable independently from the carrier plate 1 is disposed concentrically with the carrier plate 1 and the connecting rod 5 is extended from this rotary working shaft 4. The axial center of the connecting rod 5 is arranged on the extension line passing the axial center of the rotary working shaft 4 and the base end is fixed to the rotary working shaft 4. Further, the front end of the connecting rod 5 is provided with a long hole 6 and the eccentric cam 2 is slidably inserted into the long hole 6.
