To provide a decorative paper having excellent building material properties such as cellophane tape peeling resistance, solvent resistance and chemical resistance.

The composition curable with actinic energy ray is composed of an actinic energy-curable oligomer (A) (excluding silicone (meth)acrylate) and/or monomer (B), a silicone (meth)acrylate (C) and a surface untreated silica (D) wherein a specific monomer is used as the monomer (B) and a dispersing agent (E) is added to the composition.
