To provide a composition for forming a hydrophilic film and useful for forming a hydrophilic film having excellent stainproofness and antifogging property and good abrasion resistance, and to provide a hydrophilic member having a hydrophilic film formed with the hydrophilic film forming composition and exhibiting excellent stainproofness, antifogging property and abrasion resistance.

The composition for forming a hydrophilic film contains a hydrophilic polymer (A) having hydrolyzable silyl groups on both terminals of the polymer and containing a monomer having a hydrophilic functional group in an amount of 50 mol% in the total monomer constituting the polymer.
