PURPOSE: To provide the captioned composition excellent in a property to splash water, water resistance, and weather resistance, and thereby effectively preventing scattering, runoff, and impregnation of accumulated coal from being produced wing to wind and rain.
CONSTITUTION: A monomer mixture comprising 30wt% or more of hydrophobic α,β-monoethylene unsaturated monomer having solubility into water of 0.3wt% or less at 25°C, 0.1W5wt% of α,β-monoethylene unsaturated carboxylic acid, and 0W70wt% of another α,β-monoethylene unsaturated monomer is emulsified and polymerized for yielding aqueous polymer dispersions A. In addition, wax B of 2W40wt% with respect to solids content of said dispersions A and mixed for yielding a prescribed composition for covering accumulated coal therewith. This composition is dispersed in the accumulated coal, dried, and solidified, whereby scattering, runoff, and impregnation of the accumulated coal is prevented from being produced owing to rain and wind.
