PROBLEM TO BE SOLVED: To instruct an optimal refuge route to refugees, and to provide optimal route information to a countermeasure special staff coming for fire fighting or relieving by retrieving the refuge route for refuging the refugees from a dangerous area to a safe area or the outside area of a building based on the predicted result of a disaster by means of a route retrieval algorithm.
SOLUTION: The presence or absence of the occurrence of a disaster is monitored by a disaster prevention detecting equipment set at a three- dimensional block 12 or each three-dimensional block group 13 and 14 constituted of plural three-dimensional blocks. Then, the situation of a disaster is judged based on the outputs of the disaster prevention detecting equipment in all the three-dimensional blocks 12 or in the three-dimensional bocks 13 and 14 according to the occurrence of a disaster in any three-dimensional bock 12-14, and the expanded or reduced situation of the disaster is predicted. Then, the refuge route for refuging refugees from the danger area to entrance/exists 15-17 reaching to a safe area or the outside area of a building is retrieved by means of a prescribed algorithm based on the predicted result, and route instruction for guiding the refugees to the retrieved route is performed.
