When an operator gives an OK signal for starting of the speeding-up is given to the computor 53, the inner pressure of the reaction tank T and cutter speed are speeded up gradually and the inside of the reaction tank T and the cutter speed are kept respectively at the high fixed pressure and high fixed speed. When a residual resin quantity Vt operated through the number of revolutions of a cutter 18 obtained by integrating and counting becomes a predetermined value, a reduction is begun.
