To provide a concentrated stevia liquid formulation improving soil to return to the soil one hundred years before and providing a natural environment to vegetables, fruits, farm products or the like by decomposing toxic soil in incinerated ash, dioxin pollution in farm land and chlorine in soil having replant failure caused by using chemical fertilizers or agrochemicals.

Leaf parts and stem parts of full-grown stevia plants are dried and then pulverized to form powders. The powders, as a raw material, are boiled to form stevia extracts. The extracts are concentrated, fermented and matured to increase effective microorganisms. The environmental pollutants such as dioxin or the like are decomposed by the effective components.
