A discharge amount regulation plate 7 for regulating a discharge from a grinding chamber 6 of concrete mass (A) is attached to a cylindrical rotor which eccentrically rotates, thereby, fluidity of the concrete mass (A) is improved to prevent a space between a discharge port of the grinding chamber 6 and the discharge amount regulation plate 7 from being blocked, the height of a weir 8 disposed on the outer periphery of the discharge amount regulation plate 7 is adjusted in accordance with driving conditions such as grain size of the concrete mass (A) to be ground, thereby, a residence amount of the concrete mass (A) on the discharge amount regulation plate 7 is adjusted and a packing density of the concrete mass (A) in the grinding chamber 6 is sufficiently improved.
