This hydraulic composition is a fired product from one or more kinds of municipal refuse-burnt ash or sewage sludge-burnt ash and contains 10-40 wt.% of 3 kinds of aluminum compounds, for example, C11A7CaF2 or the like. This composition is combined with steel fibers and rust-preventive agent and the resultant composition is applied to the thin-layer overlaying process to increase the long-term strength as well as the short-term strength whereby a concrete composition whose cracking can be controlled. The rust- preventive agent is, for example, generally used calcium nitrite.
