A laser beam generator 2 for emitting a laser beam L is attached to a rotating part 3, and the rotating part is driven by a motor 5 to emit the laser beam from near the bottom surface of a device 1 to the surroundings. The emitting direction of the laser beam is set to be perpendicular to the rotating center axis A of the rotating part. The rotating part is rotatably supported on a support base supported by three support legs 23. The rotating center axis of the rotating part can be adjusted so as to be tilted in all directions relative to the vertical direction. The emitting direction of the laser beam is set to be parallel to the finished surface of the placed concrete by adjusting the inclination of the rotating center axis. A light receiving body 50 is attached to a leveling trowel 51 for leveling the surface of the concrete, and the surface of the concrete is leveled on the basis of the position of the light receiving body to which the laser beam is emitted.
