Water is sprayed for a prescribed time to regenerated aggregate B discharged from the eccentric rotor type vertical crusher 1; color tone of the aggregate B is photographed by a CCD camera 29; the amount of attached mortar as quality information is estimated from the color tone data; the outer cylinder 13 of the crusher 1 is vertically moved on the basis of the estimated amount of attached mortar; and the width of a gap 20 between its lower end and a collar-like ring provided at the lower part of the rotor 11 is varied to adjust retention time of concrete mass A becoming the raw material of the regenerated aggregate B, in the crusher 1. Thus, the mortar can be sufficiently removed from the concrete mass A to stably obtain regenerated aggregate B of high quality.
