This conductive composite roller 1 is produced by forming an elastic layer 3 having conductivity around a metal core 2 as the axial body to make one body. The elastic layer 3 has a concentric three-layer structure comprising nonfoamed layers 4, 6 and a foamed layer 5 each having conductivity. The inner layer in contact with the core metal 2 is a nonfoamed conductive layer 4 comprising a so-called solid rubber. The foamed conductive layer 5 comprising a foamed sponge rubber is disposed as an intermediate layer around the layer 4, and further, the layer 5 is covered with the nonfoam layer 6 comprising a solid rubber. The elastic layer 3 is prepared as a three-layer tube, into which the core metal 2 is inserted under pressure, and then both are adhered and fixed.
