PURPOSE: To always form a uniform and good application film by forming a roller for application in a two-layer sutructure and making at least the external circumferencial face of an elastic body for constituting an internal layer non-water absorptive.

CONSTITUTION: A conductive film application device is provided in form of a roller 23. While surrounding the external circumference of a core body, so as to be formed in a two-layer structure consisting of an internal layer 29 made up of an elastic body whose, at least, external face is non-water absorptive and an external layer 30 on which a conductive solution for conductive film is transferred. The thickness dimension of the external layer 30 on which the conductive solution is actually transferred becomes small so that even if the times of application increase, no conductive solution stays around the core body and also liquid dripping never happens. Moreover, over-squeezing is unnecessary and a necessary amount of the conductive solution can be secured so that no application burr is made. It is thereby possible to always form a uniform and good conductive film.
