This conductive roller such as a developing roller, a transfer roller or a charged roller used for an electrophotographic device comprises a conductive elastic layer 13 concentrically formed at the outer periphery of a rotating shaft 12. The conductive elastic layer 13 is formed of polyol with carbon-carbon double bond in the molecule, and polyurethane with polyisocyanate reaction-cured, and the outer peripheral surface is subjected to special treatment such as heating or ultraviolet irradiation to form a surface treated surface 14 non-sticky and high in durability. The rotating shaft 12 is formed of aluminum, stainless steel, or the like, and polybutadiene polyol or polyisoprene polyol is used as polyol with carbon-carbon double bond in the molecule.
