To provide a conference support system, a conference support method and a program capable of supporting the understanding of a hearing-impaired person and a speech disabled person in a conference or the like and improving voice recognition accuracy.SOLUTION: A conference support system includes: a conference support device used by a first participant; and a terminal used by a second participant. The conference support device includes: an acquisition part for acquiring utterance information of the first participant; a display part for displaying at least the utterance information of the first participant; a voice quality confirmation part for confirming voice quality of the utterance information of the first participant; and a processing part for making it hard to recognize the confirmed utterance information of the first participant to be displayed in the display part and ending processing for making recognition hard after a prescribed time passes after making the recognition hard in the case that the confirmed voice quality of the utterance information of the first participant is lower than a prescribed value.SELECTED DRAWING: Figure 1
