To avoid a change in an attenuator within other communication apparatus follwing a change in the optical signal strength, when expanding a transmission device in its own communication apparatus.
When there is a communication apparatus to be installed between communication apparatuses communicating each other, a first attenuator having the attenuation larger than the one of an optical signal of the communication apparatus to be installed is installed temporarily until the object communication apparatus is installed. When the communication apparatus to be installed is actually installed; the first attenuator is replaced with the communication apparatus added newly, and a second attenuator for varying the attenuation amount of the communication apparatus is installed, and the attenuation amount of the second attenuator is adjusted to offset the change in the attenuation amount caused by addition of the communication apparatus.
