PURPOSE: To prevent deterioration in communication quality by preventing transmission through a line to a PBX side through the inversion of the polarity of the line when congestion is detected by the ATM multiplex transmitter.
CONSTITUTION: When a line 5 between a PBX 1 and an ATM multiplex transmitter 6 is connected by an analog interface and the transmission of an ATM cell is in congestion or close to congestion in an ATM layer 9 of the transmitter 6, a congestion detection output is generated. A polarity inversion section 8 is driven by the output and the polarity of the line 5 connecting to an ATM adaptation layer 7 is inverted. The state of the polarity inversion is detected by a state detection section 3 detecting the state of a trunk 4 of the PBX 1 and informed to the control section 2. The control section 2 discriminates that the line 5 is closed when a terminal equipment accommodated in the PBX 1 makes dialing to other PBX and does not make connection but inhibits the dialing.
