PURPOSE: To accurately convert received facsimile into an electric mail by providing a cover page generation means which generates cover pages for transmission and reply and transmits time.

CONSTITUTION: A transmission part 11 generates (13) an identification pattern peculiar to the received electronic mail, generates (12) the cover pages for transmission and reply by information on a destination obtained from a destination data base 14, and transmits them to a facsimile equipment 16. At that time, information on the destination and the identification pattern are made into a group and it is preserved in a communication information data base 15. When a reply as against transmitted facsimile is received in the facsimile equipment 16, the identification pattern of the facsimile is restored (19), the communication information data base 15 is retrieved by using the restored identification pattern. Information required for transmitting the electronic mail is extracted and the electronic mail is generated (18) so as to transmit it. Thus, transmitted facsimile is accurately converted into the electronic mail.
