When a new virtual connection VC 15 is set, the server confirms an allowable reception rate of virtual connections 12,13 corresponding to terminal equipments 2, 3 and transfers the transmission data to the connection VC 15. In the case that the transmission data are obtained, the transmission data are transferred only to a terminal equipment corresponding to the destination MAC address provided to each of the transmission data so as to reduce number of terminal equipments conducting useless processing.
