A connection management device 1001 is connected to plural customer terminals 1007 and plural operator terminals 1008. The device 1001 is provided with a hyper text type guidance device 1002, a needs qualification table 1003, an operator table 1004, a connector 1006 connecting the customer terminals 1007 with the operator terminals 1008 and a scheduler 1005 controlling the connection of the customer terminals 1007 and the operator terminals 1008 by the connector 1006. The scheduler 1005 collects the marks of needs which are added to pages that the customer selects in the hyper text type guidance device 1002 so as to obtain the needs of the customer. A qualification satisfying the needs of the customer is retrieved from the needs qualification table 1003 and the operator terminal 1008 where the operator having the retrieved qualification exists is selected from the operator table 1004. The controller 1006 is controlled to connect the selected operator terminal 1008 with the customer terminal 1007.
