PURPOSE: To lay down a sheet into the water, by folding back the end of a wide and long sheet to make a space and winding up the tug rope and fastening it on a wooden bar or the like inserted in the space and tugging the sheet with a rope.
CONSTITUTION: A wide and long sheet 2 folded and stacked on one of revetments is pulled to the water surface by a tugging device installed on the other revetment. The sheet is tugged to the revetment in the state that the sheet 2 is floated by the buoyancy of tenter-stretch air-columns 14. Next, the end of sheet 2 is folded back and the forefront is connected to shape a space 12. Cut openings 15 are provided in the space 12 and wooden bars 13 or metallic nodular pipes are inserted from the cut openings 15 and also tugging ropes 9 are inserted. The wooden bar 13 is wound up with the rope 9 and fastened. Then the sheet 2 is pulled up to the ground by use of the rope 9.
