To provide a consciousness lowering determination device capable of accurately determining a driver's consciousness lowering state.
A consciousness lowering determination device executes: a step (S14) of determining whether or not a driver is in a non-steering state; a step (S18) of determining whether or not a deviation risk from a vehicle running lane is equivalent to or higher than a set value; and a step (S22) of determining whether or not a driver's steering quantity differs from a preset normal steering quantity by the set value or higher. The device determines that the driver is in a consciousness lowering state when it is determined that the driver is in the non-steering state, that the deviation risk is equivalent to or higher than the set value and that the driver's steering quantity differs from the normal steering quantity by the set value or higher. An event that an operation like avoiding an obstacle is erroneously determined to show the driver's consciousness lowering state is prevented by adding the deviation risk.
