PURPOSE: To construct a base and a foundation ground with measures taken against even soft geological nature or an ill drained place by cutting and breaking a used rubber tire into chip, and utilizing it as a constructing aggregate.

CONSTITUTION: The shape of base construction is formed by filling a cut on a bottom soil 1, and its inner face is spreadly covered by a permeable sheet, and scrap-shaped rubber chips 3 are filled up inside it. The permeable sheet prevents the burying of the rubber chips 3 into the bottom soil 3, and the upper part of a layer filled with the rubber chips 3 is provided with an unscreened gravel layer 4 to uniformly scatter load transmitted from a road surface. In addition, a substrate pavement 5 and a finished pavement 6 for the road surface are executed on the unscreened gravel layer 4, and as occasion demands, curb stone 7, drain closed conduit 8 and drain pipe line 9 are provided.
