When the steel tower provided with an upper steel tower 1B having cross section smaller than that of an upper part of a lower steel tower 1A on the upper part is constructed, a work stage 3 provided with a climbing mechanism and a lifting device is installed so as to be vertically movable for the lower steel tower 1A after the lowermost part of the lower steel tower 1B is constructed. By repeating a process for extending the lower steel tower 1A upward by lifting a material by using the lifting device and a process for raising the work stage 3 by the climbing mechanism by taking reaction from the extended lower steel tower, the lower steel tower is executed up to the uppermost part. At the time, the upper steel tower is assembled in an elevatable state of the lower steel tower 1A at the inside of the lower steel tower, the upper steel tower is finally pulled up by a lift up device 16 and the lower part is connected and fixed with/to the upper part of the lower steel tower 1A.
