To solve the problems that construction or provision of expressway facilities requires immense costs and labor for acquisition of sites and protection for environmental pollution and public nuisance is caused upon neighboring residents during construction work and even after completion.

Expressways and wind power/photovoltaic power generation facilities are preferentially installed in dry river beds and coastlines to achieve "reduction in environmental pollution" and "acquisition of clean energy". Tide fences for protection against flooding and tsunamis are added for "disaster prevention". In operation after completion of construction, profits from power generation can be attained, and further residents are provided with advantage of flood damage prevention, supplies for disaster relief and supplies transport/distribution facilities, all of which synergically solve the above problems.
