This device is composed of a ground improvement measuring step of detecting the tip depth, a lifting speed, a blade cutting frequency and a delivery quantity of cement slurry of a mixing processing agitating shaft, a step of correcting and arithmetically operating the value of the tip depth of the agitating shaft by manually or automatically inputting a change in the water level caused by a tide level to this measured value, and a step of controlling so as to minimize a deviation between a workload being a reference value such as the lifting speed per unit depth and the delivery quantity of the cement slurry set in the arithmetic operation step and a target workload per unit depth.
