The construction work of the storage tank is carried out as a tunnel-like cave to gradually bore every predetermined boring length, and in the case the boring in each step is carried out, the preceding work of the boring hole 6 is made ahead by one boring from a cutting face, and the boring is carried out by forming the pre-freezing domain 5 in the peripheral ground therefrom.
