To provide an effective and appropriate construction method sufficiently improving structural stability and reliability by sufficiently rationalizing the construction of a membrane type tank facility in a low temperature base rock.
Freezing boreholes 5 are bored in a surrounding base rock from a cavity 3 to freeze the surrounding base rock at the tip parts. A frozen area A surrounding the cavity is thereby formed, and a non-frozen area B is secured between the frozen area A and the cavity. After underground water is drained from the non-frozen area to obtain an unsaturated state, the inner surface of the cavity is provided with lining with a membrane material. An inclined shaft 2 is provided from the ground surface, and the freezing boring holes 5 are bored behind a working face while constructing the cavity 3 from the distal end part into tunnel shape with an ascent forward, and the frozen area A is formed on the outside leaving the non-frozen area B. A frozen area is formed in the same way also at the tip part of the cavity. Underground water flowing into the cavity naturally flows down backward so as to be collected and drained.
