A thermal insulation foam layer having quick-drying performance is sprayed onto the basis material of the roof or the wall of a factory, a warehouse, a gymnasium or the like, a stretchy reinforcing waterproof layer of high strength resin is sprayed onto the surface on the thermal insulation form layer, and a surface layer having either of sunlight resistance such as resistance to ultraviolet rays, fire resistance, flying-spark resistance or heat-shielding performance or the like, or otherwise, a combination of these is applied or sprayed onto the surface of the reinforcing waterproof layer. Also, the thermal insulation foam layer having quick-drying performance is sprayed on the basis material of a floor, a foundation, a ground surface and a ground or the like of an apparatus in a field required for preventing a dangerous substance leaking-out accident of electric power substations, electric power plants, atomic-energy power stations, chemical factories, pharmaceutical plants and the like, the stretchy reinforcing waterproof layer high strength resin is sprayed onto the surface of the thermal insulation foam layer, and a non-flammable surface layer and/or a protective sheet layer is arranged on the surface of the reinforcing waterproof layer.
