Vibration is given to contact point sections 15b, 15c of an isolator and a contact surface between stationary contact sections of the contact point sections 15b, 15c and a blade 14 is rubbed to remove attachment adhering to the contact surface or insulating coating formed on a contact point surface. Thus, contact resistance values of the contact point sections 15b, 15c are reduced during energization.
