This container rearrangement planning device 1 includes: an initial state collection part 2 for collecting the initial state where two or more containers C1 to C4 are disposed in a container storage space 21; a target state collection part 3 for collecting the target state where the containers C1 to C4 are disposed in the container storage space 21; and an optimum operation derivation part 5. The optimum operation derivation part 5 computes the optimum operation for moving the containers C1 to C4 by each unit container until they are transferred from the initial state to the target state so that the cost spent for transferring from the initial state to the target state is more reduced using Q-learning method.
