To provide a content distributing/charging system which can charge the viewing/listening rate of a content viewed/listened by a user correctly to the user while ciphering the viewing/listening record of content from persons other than the user.
The system S includes: a content viewing/listening terminal 3 for generating a license request including an encryption content identifier obtained by encrypting the identifier of a content and the charge as ElGamal encrypted message and an encryption viewing/listening rate value based on public information; a license server 5 for generating a license including an encrypted decryption key obtained by encrypting a key for decrypting a key which encrypted the content based on an encrypted content identifier included in the license request and the public information; and a charging server 7 for calculating the sum total value of the viewing/listening rate of content based on an encrypted viewing/listening rate value included in the license request and the public information.
