The electronic value utilization system is constituted by providing a fixed terminal 11 such as a set top box (STB), a mobile terminal 13 such as a cellular phone and a server 15 which performs settlement processing regarding issuance and an order of the electronic value and each is connected with a communication network by cable or radio. The server 15 transmits the electronic value to a specified terminal after performing settlement on receiving the order of the electronic value such as an electronic ticket. In addition, the server 15 performs processing regarding a service request on receiving a request of service and transmits the requested service to the specified terminal.
