To improve charging precision by charging not the time of an information storage medium being owned but the reproduction time of a content being watched, and repaying the rate for the reproduction time or information storage medium which is not needed.
This system comprises an input means 36 for inputting a reproduction request time of requesting reproduction of the content and an instruction when the watching is not needed; a transmitting means 31 for transmitting the reproduction request time, medium identification information and a reproduction permission residual time; a receiving means 32 for receiving a reproduction permission time for permitting the reproduction and a cipher decode key; a reproduction residual time calculation means 35 for subtracting the reproduction time of the content from the reproduction permission time to calculate the reproduction permission residual time; a reproduction means 30 for reproducing the content by use of the cipher decode key; a charging means 43 for calculating the rate for reproduction of the content from the reproduction permission time to charge it; and a repayment means 44 for calculating the rate for reproduction of the content from the reproduction permission residual time to repay it.
